In-service training is one of the law enforcement agencyâ€s important responsibilities. Its completion therefore aimed at fulfilling a set of training goals. It ensures ell-trained officers are better equipped to act decisively and correct and better personnelâ€s productivity and effectiveness. It also nourishes a sense of cooperation and unity of purpose and providing safeguards for being legally accountable for actions of personnel.
Learning methodologies are important towards effective teaching and the learning process. There is therefore the need to identify the best instructional models for law enforcers†training needs. Going by the legal movement towards officers†accountability to their actions, training methodologies should be geared at providing the highest standards of education for increasing efficiency and effectiveness in training.
Police officers are influenced by the organizational structures and the attendant formal and informal values, beliefs, norms, rituals, and the expectations of other officers that are handed down through the organizational culture. For example, veteran officers over the years have refined the standard rituals and approaches during traffic stops and the explanation to drivers before issuance of tickets.
The use of training tools like tactical decision games and reviews after action are rare in the training of law enforcement agents. However, instructional debriefings should not be used only when some catastrophe has happened like the death of an officer in the line of duty. Debriefing can be use as an important tool during training to have a force that is efficient and able to make decisions and use sound tactics in resolving critical situations, recording and reporting them accurately thereafter (Gaines and Worrall, 2012).
As stated in Oâ€Keefe (2004) “Political will, civil liability, administrative policies and procedures, and negative discipline alone will not effectively change police behavior, but education and training will” (p. 258). Our country has struggled to adapt to challenges, and our priorities needs to be reordered.
Leaders should perceive, and nurtre cultural amendment that emphasizes a responsibility for providing information—not only for sharing it. they have to conjointly communicate to their subordinates a will to accept risk in sharing information, and must deemphasize the sharing of information. There needs to be clear guidelines ,inter-community training, the exchange of lessons learned, and the effective use of technology, all of this can open doors of cooperation that have been closed for too long (The Need to Share , 2007, p.11).
