Policy Paper Prompt Please pick either of these topics, not both. 1. The US trade representative is negotiating changes in the trade agreements we have with Canada. One of the most hotly debated issues is dairy exports and imports. Each country has domestic programs in place to support the incomes of dairy farmers, and each country wants to expand exports to and reduce imports from the other. I want you to take on the role of economic advisor to the US Ambassador to Canada, Kelly Craft. Craft is a Trump appointee. A core aspect of her job is to communicate US policy to Canadians. But she also works with the trade representatives’ office in Washington to craft policy (pun intended) that will improve our relationship with Canada. She has an upcoming meeting with the trade reps in DC. What do you suggest she argue for/against with regard to the dairy issue? 2. One of the President’s first acts upon taking office was to cancel US participation in the Trans Pacific Partnership, the TPP. But then Trump seemed to step back from that position, indicating that maybe there was some value to the new trade pact if changes could be made to improve its components for American businesses. I want you to take on the role of an economist in the US Trade Representative’s office. You are not alone in this responsibility, so you don’t need to cover all the issues on the table. But pick one and write for your boss a policy paper that explains what the best US position would be on that particular issue.
